Dual Monitor Issues Windows 8.1

So I have a few issues with my Dual Monitors with Windows 8.1. Drivers are all up to date, it's two ASUS Monitors, and I have some odd quirks I want to fix. Drake And Josh Really Big Shrimp. 1) When I press the Start button to get to the Live Tiles, If I do it on one monitor, and then try to do it on the other, it switched the start screen with the tiles to the other monitor. I want to be able to have the start screen and live tiles open on both screens. It was working fine, and then it stopped all of a sudden.

2) Is there any way I can make certain programs load to certain screens? As I stated with the above issue. I've never seen it simultaneously display on more than one screenr, ever. In Windows 8.
